I don't know about Japan's boxing commission, but most commissions require an official to observe the hand wrapping and even sign across the seams, so they can't be re-wrapped. Also, someone from the other corner can be present to observe that hand wrapping. My guess is Fulton's people are playing head games. Faux drama.

仮にこれが本当なら、井上は無期限に活動を禁止されるべきだが、そうでないなら井上は黙っていればいい。フルトンが負けたとしても、これをワイルダー／フューリーのような言い訳のサーカスにしないでね。あらゆる可能性があるにしても、こういうことは具体的な証拠を持ってやるべきだ。井上を一方的に悪者にしてはいけない。
IF.... this is true then Inoue should be investigated & suspended from Boxing indefinitely. But if not, then shut your damn mouth... don't make this into a Wilder/Fury circus of excuses if Fulton loses...Anything is possible but you better have concrete evidence... don't try to make Inoue look bad

人に言う奴は自分がやましいから言うって心理学で言われてたりするからフルトン側のバンテージチェック時に何か仕込んだりギブスバンテージ使わないか気を付けて欲しい。
単に井上のバンテージの巻き方はアメリカでは反則だけど日本だとOKな巻き方をしているだけ。フルトン陣営は日本だとOKなのを知らないのだろう。
